Topic: Ideal video size to upload?

I would like to upload an animated video that's currently available on Youtube. The available size goes up to "4K" (it's really 3000x1886), notably bloating the size of the file to 77MB (incl. audio), which is pretty close to the 100MB file size limit. Other potential sizes are 2290x1440 (40MB) and 1718x1080 (16MB). Normally the original version of images/videos are preferred, but since youtube recompresses it to various sizes and doesn't offer the original, the largest size is close to the size limit, and people might have trouble watching a nearly-4K video, I'm seeking advice on what would be preferred to upload.

Go with highest available quality that's still within filesize limit.
We aren't youtube, if people have trouble seeing the post they are free to click themselves to youtube from sources.

Additionally if (and hopefully when) we do get samples to video files, we can generate those lower res files from high res ones, but getting high res video on the site would require reupload if lower res was uploaded.
