I think Kayla-na has a thick-lined style at least somewhat similar to what you linked there, though I haven't a clue how her prices are and I'm fairly certain she's consistently booked for commissions. You may have some luck browsing around the site for art with a similar style and try to find the source--that may also produce some results. Good luck!

You could also go to littlemissjay, you know the person who made this, and ask THEM. I'm pretty sure if you give enough money they'll draw something...

Or if you're feeling really desperate, and don't want to/can't spend money on it, you can go the the FA forums. Lots of art gets requested and made for free at the Art Exchange, just know that you get what you pay for, and complaining about free art is highly frowned upon. As it should be.
