49 total positive records last year.
It seems like the number of positive records issued went down by about 60 percent this year, if the current trend continues.

From topic #22852, if you see someone that you think deserves a positive record, you can Report/Commend them through the top of their profile pages.

Most of the time, positive feedback is given to people who have shown proficiency in tagging (10000+ tag edits). You can also get commended if you have uploaded a lot of (good) posts (5000~10000 posts) or be generally helpful in the forums/comments (e.g., helping with alias/implications, telling newcomers how the site works, cleaning up the shit left by trolls, etc).
