There's an "Add note" option on the left sidebar.

Those mouse-over rectangle things are called "Notes".

To create a Note: From PC (do not use mobile), click "Add Note", then click on one corner of the text you want to translate, then drag to the opposite corner and release the mouse.

To change the text of a Note: click it, and there will be a pop-up that will let you change the text and save it.
