Banned users can't log into their accounts. And since deleting an account requires accessing settings, banned users can't do that.
Deleted users can be banned, though. I don't see anything that would prevent that.

Not entirely sure about the other two questions, though.

I don't believe that the user can reactivate an account. But don't quote me on that.
