Reason: The two tags can be used interchangeably. Even the wiki page for thick legs redirects to thick thighs.

What about thick lower legs? If you wanted to search for that, you could probably do "thick_legs -thick_theighs" (granted, it may not be too accurate), but if the former was to be subsumed under the latter, this would no longer be possible.

the lower part of the leg has a name, it's called the calves and usually having that part be "thick" is usually in the sense that it's muscular or defined.
Besides what you suggested will have the same result.
Thick_legs will just show pics thick_thighs that never got its thick_thighs tag.
