Reason: Various art techniques are categorized in the meta, however colored_line_art not only had a duplicate tag (topic #31088) but was also not categorized as meta

Edit: I read the wiki incorrectly
The tag does look like it really needs to be cleaned up though. There’s a ton of posts that don’t fit. Lots of uses of the tag appear to be nothing more than regular line art plus color.
