I didn't know what these were at first. But after googling I can see why art of some of them could be awesome . If no one's done it yet, the potential is definitely there.

If you just need a program, there's a lot of suggestions in this thread many of which are free and recommended by other artists. Even with just a mouse, a lot can be done with patience and practice. And of course there's the basics like pencil and paper, which can also do a lot with practice. Those can certainly help you build skill in the meantime until you get the hardware you're wanting. Just some thoughts.

I have a Palm Treo but the pictures will come out as 160x160 b/w bitmaps.
