I tried searching the forum/wiki but nothing regarding the issue seemed to come up - is it something mods just hand out when they notice a good track record? Or is there an elusive form somewhere to be filled?

From my experience it's just something that just randomly gets handed out to users that have a good track record, I didn't even notice Millcore had granted me it for a little while and it left me confused why my posts didn't have the blue border at first.

I'm not really all that sure why I got it when I see users with far more uploads, a better deletion ratio and more positive records than me.. but still have to go through the approval queue.

The one thing I am absolutely convinced of is that begging for a positive record makes you less likely to get one.

It takes time (often years), patience, good behavior, and a track record of good uploads (to show good judgement in selecting pictures). In time, an admin may notice and allow you unlimited uploads. However, this isn't carte blanche to rest on your laurels. Rather, it's a not-too-difficult responsibility to keep up the quality of your uploading.

I'm going to guess that being noticed helps. Your efforts were seen and upgraded while those others you mention haven't stood out as much as you have for whatever reason.

Keep up goo upload behavior and even if you don't get approved for unlimited uploads, you'll just end up with such a high limit that it's like you had unlimited anyways.
