Only if it is from the artist's official gallery and not by a third-party website, since they may have done a sloppy job at conversion.

Nah, seeing as flash is dead, I'd say third-party webMs are fine to upload (provided they don't have watermarks). If a better quality conversion can be found/made, then they can be flagged and replaced.
