The hands_up and hands_above_head tags are a poorly-differenciated mess, and the interference of stuff like arms_behind_head and hands_behind_head is just complicating things even further.

Were these two tags ever supposed to be representing differenc things?

I didn't know that hands_up exists, but it looks consistent with the other tags. Compare it to leg tags, for instance: raised_leg is tagged for one raised leg, and legs_up for both. So it'd make sense to use the hands_up tag (or possibly arms_up?) for posts where both arms are up.

Hands_above_head and arms_behind_head probably should both imply arms_up...

Is there one specifically for like, a "surrendering" arms up?
Because that's what comes to mine when I think of hands_up.
