It could of been literally either of those, 30 day que is so things aren't in limbo forever. And no, don't repost deleted content. Though it's removed from public eye it's still actually in the archive. The staff can undelete content should they decide to.

After 30 days, it's guaranteed that staff have seen it, and they simply weren't sure enough to go either way. The autodelete after 30 days is to prevent such uncertainties from sticking around.
