At least I'm allowed to make this forum post. But why must I wait a full week before posting/commenting? Also can someone pls explain to me what BUR is? Sorry I'm new here

Basically, BURs allow users to suggest (add/remove) tag aliases and tag implications. There are a few other tag-related functions, but those are the most used ones.

so the week is supposed to give them time to educate themselves so no nwbie questions, or make them completely forget any questions they'd have as a newbie huh?

The waiting period is there primarily to deter troublemakers and trolls from creating a new account and immediately get started with causing problems. It also is useful for new users to familiarize themselves with basic site tools they wouldn't be able to use unsigned up.

A BUR is a Bulk Update Request, an improved and more versatile extension of the older alias and implication requests for tags. Whereas the older requests could only be done one at a time, a BUR can make several at once as well as update, unimply, or unalias tags or change a tag's category when it can't be changed via the wiki. It also has the advantages of being editable and rejectable by the user who made it. There are still some limits, and errors can pop up thanks to the amount of requests still in the queue going back years.

But you are allowed to ask questions, thus learn what things mean. You just can't do those things until the week has passed.

Honestly I don't think it's to enforce a learning period at all. The site has a history of users creating new accounts for the purposes of ban evasion and this gives admins a whole week to catch it instead of letting such accounts launch straight into the type of attacks on administration and other users that they're often expressly created to make.
Meanwhile there's zero active incentive while waiting to actually learn anything at all, and I have to imagine very few users even form an intention to use that period for such.

The rule is in place due to ban evaders and trolls. It’s encouraged to use that time to learn about the site’s rules and procedures, but it’s not mandatory.

It's still better than AO3's old method of requesting an "invite" to join the site, which they may then send up to a month later.

Ugh, reminds me of Synthetic Reality's forums. I even managed to get in contact with one of their moderators and even he couldn't help me bypass the issue--if I failed to respond to the email in twelve hours (which is extremely easy for me when I don't get an immediate computer response) the verification link would expire--suggesting that the verification link was computer handled, but not immediate.

I'm OK with troll deterrents.
I mean, most users don't contribute anyway even after that week (unless their presence generates extra ad revenue or smth)

I would like to point out that E621 is an archive, not a gallery. It's not the best website to use as the first (or especially only) place to upload your stuff. That doesn't mean you can't upload your own stuff, but keep in mind there are rules and restrictions that might not make sense to you (they're based on subjectivity!), and also make sure you post things to a proper gallery you can link as a source. If the administration does come to the conclusion that your art isn't up to snuff, having an external source is always helpful.
