either a character is a character inserted into an existing universe by a third party and is therefore a fan_character, or they're not and therefore they don't need a special tag.

archival efficency for people like me who download everything and dont like slowly going insane because there is no way to find the majority of all instances quickly and the other half of the media is:
1 simuler but different enough to seem like a different character
2 the characters that look the same/simular but arent and might be named are might not be
3 characters that arent named but for 1 reason are a different reason seem like they would be
3 unnamed characters that make up the rest of the media and are basicly irrelevent but since theres no way to exclude them they clog up the search results
4 tag search is not efficent

but pretty much every character is an "original character" what are the metrics that we use to define what that tag's used for?

in case you didnt see my updated comment, look and you will probly see what problem a tag like this would solve
When there is an original character with a name commonly used. We usually tag their name and the artist
name next to it, therefore, separating the character from the others with the same name.
Original characters don't get special privileges unless THAT character is also part of
their own original series, usually being a comic or their own self-made show/animated series.
Helluva Boss is a good example of original characters being made within their own universe via multiple animations and basically being its own SHOW.
What you're asking for is basically privilege.
If an OC has no OC-Universe, it gets no special treatment.
Some boorus simply use "original" but that's not a valid tag here for whatever reason.

99% of all characters, maybe. 99% of all art? Definitely not. 99% of all submissions on e6? I'll eat my hat if this is true.
I just checked the tag of an artist I follow here on e6. Despite all the artwork they do with OCs, most of the latest the pieces they've done only get uploaded here if they have MLP characters.
