The wiki is pretty clear about it,

A pussy with only its outer parts showing. The clitoral hood, mucosa, and so on are all are fully covered by the labia majora, with nothing protruding past them.

On some pussies that meet this description, you can see a little "hole" (which is not the vagina) but nothing else, you can't see labia minora or any other specific part.

This applies as cleft_of_venus?

Well if there's no labia minora or clit, then it should count since nothing is poking out.

I've seen some clit showing images with that tag, even on the examples on the Wiki (such as this)

It can be clitoris, which is not limited for this tag.

Yeah, because realistically, it sometimes is visible anyways, from the front. It's really intended for stuff like casual nudity or non-spread labia, right? But it also applies to some... truly explicit stuff. XD

To be fair, artists might draw anatomy like no hood, or clitoris in weird positions, species differences, etc. See also: slit tags for reptiles or the like (another big mess)
