There is no official site that mirrors e621.

Don't know about mirrors but there are other booru sites that use bots to grab content from e621 and post it there, like rule34.xxx or tbib.org. They don't grab everything though, eg. they skip webms or cub posts.

To find new image boards you can try a reverse image search and see where the images pop up. It's not perfect but its better than nothing.

Might be a little late to be commenting on this topic but the closest resemblance to a mirror site to E621 could possibly be E6AI. Only difference is that it host AI art only.

Yeah that's a bit late I'd say. Also e6AI is not what I'd call a mirror to us, as the content is entirely different and there are other boorus out there that mimic the site better in that regard.
