The artists have to do it themselves. The only exception is paywall content and underage artists, as far as I know.

Artists are required to send a message by themselves to the e621 admin team if they wish to be in the Avoid Posting/Do Not Post (DNP) list.
The reason why we don't automatically add artists to the DNP list is because some of them do post their own artworks here or at least tolerates/permits it to be posted here.

However, this does not mean that one can simply ignore an artist's wishes and repost whatever they like over here.
The artists themselves still do have the right to remove any of their content from the site through takedowns.
Therefore, it is always ideal to secure permissions from everybody involved in the artwork first before posting it here.

Hmm, i think explicit and questionable content is self explanatory for underaged artists. But what about safe stuff? Is that still a No Go?

Artists need the ability to be able to request a takedown of their artwork, which requires them to fill out a form on a website that's rated 18+.

Their artist tag does still imply avoid_posting, though. Guess the name slipped through the cracks in being added to that page (you can send NMNY a DMail letting them know), but anyone that tags that artist will correctly imply avoid_posting to have it taken down.

The artist has to indicate what other names they use. We can't guess who might be who, and sometimes artists use different names and are okay with stuff from one name being posted and not another. If you have proof, though, you can make an alias request with the information that links the two names to the same artist.
