we don't implicate characters to species... oh... uh, well, I guess a hat isn't a species, but the same concept still applies, the character can be depicted as a diffrent thing while still being recognizable as the original character (see: alternate_species), therefore implications like this can't work.

Yeah. What if there's a picture where someone is wearing a lapel pin with the hat on it, or a sticker of the hat on the back of a laptop. What if there's a comic where someone transforms the hat into a different piece of clothing?
Also, tagging individual parts of a character's outfit seems like a bad idea. Imagine if every image of rouge in her outfit had to tag her gloves, boots, and suit separately? I'm not familiar with hazbin hotel so maybe there's a good reason, but it gives me pause.
