They are a bit frustrated lately because they prefer to upload their art here themselves but people are uploading their work before they are able to.
Would they need to be added to the DNP or Avoid Posting list, or is this just not possible?

Yes, an artist can request a conditional DNP such that only they may post.

That's their prerogative, but wouldn't it only matter if they didn't want all of it on here? I know some artists that the limiting factor is trying to upload 1000+ images. XD
