i wish i could show a picture to explain it better, but the little bar above the picture has no buttons or words, and they done show up below the picture either

Check that the navigation bar location isn't set to off.
What search did you use? Or can you copy the url of a page that is doing this? That might help narrow it down.
I know there are some search metatags that seem to break it showing the previous/next browsing buttons. (Not sure why, I assume it's just a bug. Search metatags are infamous for not always playing nice when combined with other features.) But anyways, if it's only happening on images that are clicked from some searches and not others, then that could be why.
But if it's missing on all pages (even when browsing from only one tag), then it might be the navigation bar setting. So then making sure that the navigation bar is turned on could fix it. Which it looks like Kemonophonic already explained nicely.
