Topic: Banning Accounts - just the account or the IP address too?

When a person gets banned to they only get their account blocked or their whole IP address? What's stopping banned people from making new accounts in 5 min with a disposable email?

screw it, while we're at it: does a banned account still get access to stuff like the blacklist and basically only gets limits on communication features (entering a sort of read-only mode) or do they just get deactivated as an account full-stop

i really don't want to take away someone's blacklist when reporting them

Typically, only that one offending account is banned if it is a minor infringement.
The user in question may create or use an alt account to continue browsing the site, but they are expected to not do anything else with that alt account (such as commenting, posting, etc.).

To switch to an alt account just to bypass the limitations of their current ban is considered to be Circumventing a Suspension / Ban as per the site rules.
Doing so may escalate a potentially temporary ban on the first account into a permanent ban on all accounts associated with that IP address (regardless of account ownership).

Nothing, alt accounts are not prohibited per se unless they are being used to bypass a ban.
If you meant if there is anything to dissuade repeat offenders/trolls and such, each new account will have to wait 7 days before certain site features (i.e., commenting, uploading, etc.) would unlock.

Once the account gets banned, they will not be able to log into it until the ban duration lapses.
If the user still desires to browse the website, they may do so in guest mode (with the default site blacklist in-place) or use an alt account.

As mentioned before, doing anything else besides browsing on that alt account may lead to a permaban.

I don't think that would be practical since there are VPNs and such. You wouldn't be able to do much in guest mode anyways.
