In the "Bad Things to Upload" section of the uploading guidelines

• Memes / Image macros: Any pre-existing image with some text slapped over it.
• Exception: If the image has been drawn specifically for that particular meme, then it's okay.

If it's original art that meets the quality requirements, it can be posted. You can see plenty of acceptable memes by searching meme status:active.

it's low-res for sure but it's also upscaled from the source and not 1:1 so it isn't hella small nor blurs up horribly with most operating systems terrible internal upscalers

plus the art itself is drawn well enough and (atleast the way i see it) the rasterization is a deliberate choice by the artist in the affect of a deep-fried meme
