If a pixel artwork has appropriate resolution, example: 1080 x 1080, but the image is entirely blurred, does it need to be removed?

I know an artist that does oldschool-looking game art and I don't think one submission got approved. Granted, it was single character sprites and not animated. Fake resolutions are bad, m'kay? Quality requirements are so much stricter now than 10 years ago, BTW. Old art doesn't generally get removed unless requested by artist or something along those lines.
