I want to add notes with transliterations to runic_text posts.

Should I add the translated tag when I've added the note?
Or create a new transliterated tag, because it's just present-day English written with weird letters?

But it's closer to what I want to say than "translated".

I don't see a problem with adding in transliterated. According to Oxford:

transliterate something (into/as something) to write words or letters using letters of a different alphabet or language

You should be using character_cipher metatag.

translated and translation_request are also the metatags to use when a cipher has been / needs translated. We don't need duplicate metatags for this.
