I remember playing it and really liking the art & characters and I'm trying to find it but can't seem to remember the name of the game.

All I can recall is that you're in some of kind of city, the buildings are made of limestone like some kind of ancient civilization.

The characters consist of a white snake lady with a spear who gives you a quest, there are also two scalies, one of which attempts to steal your cash but fails and gets stuck in a window. The main character is a human.
The are more characters than that but I don't remember what they exactly look like.
