One of my uploads https://e621.net/posts/3976143 was deleted, apparently because it went unapproved for 30 days. I'm not sure why, I think it meets the artistic standards, and its honestly one of my better works especially compared to some older stuff in my opinion. I tried to reupload it but it gives me an error message that it is identical to an existing post... Is there anything else I can do about this?

It stops you reuploading because you shouldn't be uploading deleted content - it was deleted for a reason.
If a post is deleted it should be appealed to who deleted it. Since this post was deleted by the automod, the appeal is to the head admin NotMeNotYou
