However, they were a 3rd party sound edit of the original animation and not just an "Artificial upscale". What's going on?

Artificial upscales aren't allowed, regardless of if they have added other things or not. Sound is generally irrelevant to whether a post is accepted or not, it's the visual aspects of the post that matter.

The reason why you can see my name in most of the animated content deletions is because I'm the one mostly going through them.

There has been a lot of cases where sound editors have pirated copy of the animation they edit sounds into and then it gets uploaded here, usually at much higher quality than is publicly available.
In this case that doesn't seem like it's possibility as artist doesn't have any crowdfunding or similar.

This wouldn't be the first or the last time sound editors are fucking up files by just exporting "I guess 1080p HD online preset is good enough" and accidentally upscaling the video they are editing. In this case it's clearly as compressed as the original twitter version that I don't think they had access to higher quality source than is available, meaning they upscaled it.

And yeah, sound is basically completely irrelevant, if the post has it or not technically doesn't matter and if it's third party edit, it's closer to being deleted than approved.

Wouldn't that technically imply that sound edits are actually "duplicates" of existing posts? I'm not (and I don't think Mario is either) trying to set a precedent for sound edits in general, but could be considered a "superior" version of the post since sound edits could easily be converted to no sound via the mute function, and IF DONE CORRECTLY, should be identical to the original.

Yes, exactly.
That's why sound edits shouldn't be accepted to begin with because it's third party edit that's identical to already exsisting version, but there has been given some leeway to sound edits.

I would love if we got ability to add additional files to exsisting posts, so we could embed extra audio tracks and subtitle tracks to already exsisting videos, but maybe in future.
