we really need to standardize what name order we're going to use for these characters. like half of them are <family>_<given> (asui_tsuyu, ashido_mina, todoroki_shouto, hagakure_toru) and half of them are <given>_<family> (izuku_midoriya, minoru_mineta, fumikage_tokoyami, katsuki_bakugou)

It should be in the order the japanese gives their names. <family>_<given>

usually we go by whatever's used in the official localization, but I think it's mostly just since those are the most widely used in English-speaking fandom space. but for stuff like JoJo we use the original chatacter/stand names rather than the weird nonsense they came up with for the games and anime localizations, although we still use the western name order for Jotaro and other Japanese characters from the series.

I'd personally lean towards <family>_<given> for HeroAca since I'm much more used to hearing the names spoken like that from watching the anime in Japanese and I think that's usually the preferred method of consuming the series.
