I believe it was deleted because the flash is paysite content which isn't allowed on this site.
I'm sure you can easily find the full-version illegally floating around somewhere though...

Those would probably have to be handled on a case-by-case basis. I would probably be inclined to restore them if asked, but not without discussing it with the other admins first, just in case there is some additional context (e.g., history of takedowns) that I may not be aware of.
On the other hand, after 2 years has passed there is often going to be higher quality scans, digital versions, colored, English translations written in, etc. coming in that would end up getting uploaded in place of those anyways.

Doujinshi (or really anything from a non-English-speaking country) will always be kind of tricky. A lot of the time it's hard to even figure out what the name of the comic or artist without spending an excessive amount of time tracking them down. Also, as sad as it is to say, doujin circles are much less likely to file takedowns or threaten legal action. :/
But yes, if we know about it it will probably be deleted. Proof that it's actually paid content doesn't hurt either.
For tracking them down, I usually just search google hoping it'll pop up on g-e or similar as they often have a lot more information in English than you can get from the images (unless you can read Japanese). You can also google "site:doujinshi.org A Furry Tale" if you happen to know the comic name/artist.
Given how quickly these things fall off the face of the earth, though, I have to wonder what the point of taking many of them down would be.
This image was restored after having been deleted for being less than two years old. I'm guessing they did so because a user who tried to reupload it had to crop the new upload because it was being rejected for being the same as the deleted one. That or they're automatically restored.
Nothing is automatically restored. The site doesn't have anything in place along the lines of "automatically restore a post after x years". Likewise we don't regularly go through deleted posts looking for things to restore, as it all has to be done manually and it would take an excessive amount of time to go through.
If you'll notice, that particular image shows furrypickle as having approved it because they were the one that undeleted it, presumably after someone requested it to be restored.

kill la kill is the one of the worst animes out there in terms of writing quality and it's not furry either so it's not a big deal that it got taken down
