So, naturally, all the Twitter accounts involved are suspended. Sigh. On the other hand, Gutcutz did archive their Twitter which is definitely appreciated. Regardless, I was able to fill out the URLs section of both their artist pages here, and both have currently active Blueskys and Carrds. None of their gallery links reference the other's and none of one's pictures are found on the other's. Beyond a bit of a similarity in styles, there seems to be no corroboration.

Unless the OP can provide better proof, I say they're not the same artist.
