The tag implication #55727 rory_kenneigh -> fan_character has been rejected.
Reason: Rory Kenneigh is an MLP OC Fan Character, and while both tags technically have the same meaning, they should be tagged together to help with the clarification when and where it’s applicable.

Individual characters can be depicted in a way that's not connected to what they were created as a fan character of (e.g. alternate_species in a different setting). See topic #29510 that expressly undid a bunch of such implications.
