I wanted to reply to a comment, but I was too hasty so I accidentally submitted a report on the commenter. I couldn't find a way to delete this ticket, does this count as abusing this system, and if it does, can I be banned for it?

If we banned everyone who reported a comment instead of replying to it, we'd run out of users. Quite literally hundreds of other people have made the same mistake as you, and so long as you don't keep doing it over and over, it's completely fine.
