Not to speak on behalf of the staff, since I'm not one, but from personal experience..
pretty sure they'll say implications like musky_cock -> penis won't go through because sometimes the musky part won't be visible

One might argue that it should be implied because you wouldn't know know if they were musky if you can't see them, but sometimes it's stated through text or dialogue.

Being stated through text or dialogue is not enough, since these aren't text dependent tags.

Are they not? I mean, sure, the majority of tags use clouds or smell lines to depict musk, but it's not always visible.

musky_cock should be aliased to musky_penis (or penis_musk) rather than the other way around. We prefer penis over cock most of the time. The tags should probably also be standardized to all be <x>_musk or musky_<x>, instead of some being one way and others being the other.
