Why is there a daily limit on ups and comments?

You can find the limits here
It's not a daily limit, but an hourly one, and the limits only low for comments. As for why that is, I can only speculate

Prevents the site from getting swamped by spam and enforces a "Alright go do literally anything else" limit when someone's gotten into a comment slapfight.
