Physiological Needs
Well, this flash is not porn, but if it was, it would be relevant to sex, and sex belongs to physiological needs. Also, we're on furry site - we can't be sure to what people fap, so this flash can also possibly be porn to him or someone else.

Safety Needs
But maybe after uploading on this site, he wouldn't have to browse on other sites where he feels less safe. For example - you can never feel safe on FA - it can always be shut down in few minutes. Also, after reading their faq I don't feel safe on deviantart anymore.

Love and Belonging
Having flash file uploaded on e621 will make you belong to this site. Of course not after uploading one flash, but after several uploads he surely will belong. There would be no more "Hey, that's random guy I don't know!", but "Hey, that's random guy I don't know, who upload crappy pokemon flashes!"

Esteem
What can be worse to you self-esteem than disability to upload a stupid flash on site? How can you be worth anything if that is too difficult to you?

There is written "problem solving", and what is this poor user doing? He is trying to solve problem he have. He want to become the ideal uploader, who doesn't stop even when he has technical difficulties. If thst's not self-actualization, then I don't know what is.
