It's not a caching issue: I've moused over the "Download" link in each, and they're all this:

Using Firefox on Windows 7 64-bit, Javascript is enabled, and both logged in and logged out.

Sounds like CloudFlare got issues with implementation of sets ..

Hmm, working fine on my end, even though what you explained definitely doesn't sound like it would be a clientside issue. Perhaps the issue resolved itself between then and now?
