On the site, all the flash I see work perfectly (I use Chrome), but as soon as I download them and open them with Chrome, some like this one , don't show the percent and do not load.
Should I open it with something else, or is Google Chrome the problem?

Doing the same to me, and I'm not sure why. You could try downloading a standalone Flash player which may work better than just playing it in Chrome.

Well, there may be more than one issue that is preventing it, but I do not use chrome so I can only guess how to check everything.

First, check if "localhost" is allowed to execute flash files in chrome, that will likely be under security somewhere.

Second, flash player itself comes with a couple settings itself, namely one what allows or disallows running of content from certain folders and directories, if you're on Windows machine you should be able to access these setting from your system panel.

Third option would be to try and update the Adobe Flashplayer, maybe that fixes the issue already.
