That would be because they are deleted posts, still on the database but not accessible

Last page of the post index (page 6040 for me, with 75 posts per page)

Seems like you can go as far as page 5735 with 75 posts per page. But the paginator changes behaviour once you go above page 1000, so I'd advise not to do that. If you'd like to see the oldest images that have been uploaded, use the "order:id" metatag.
