You can't down vote admin comments. It's a hold over from when it would take only one down vote to hide a comment from 90% of the user base, I believe.

Admins should be subject to scrutiny just like the rest of us. If something they say is wildly unpopular to the point that their post gets hidden, they should take note of that.
If they have something to say that's too important to be ignored, they can either take a mod action or they can put it in the site header.

I think what I'll do is allow downvoting on admin comments, but always show them, even if their score is below your threshold.

That can defeat the purpose. Maybe disable upvotes/downvotes on admin comments entirely.
