that's basically, if I'm not mistaken, "Anonymous" "guest" "unregistered Account" and so forth. Basically, "he" is not any one person, but whoever isn't logged in.

although doing a little more looking, it might be an option that only contributers or higher get.. I dunno. o_o it's not one person, though.
