Well, he has an upload limit of negative 6, so he effectively cannot upload anything. So the upload limit formula is preventing him from uploading anything new at the moment.

The upload limit system automatically prevents people from uploading anything if they have too many deleted images. If 10 + (# of approved images/10) - (# of deleted images/4) - (number of uploads waiting for approval) <= 0, you can't upload more images. If you have so many deleted images that it's <=0 even with no images awaiting moderation, you can't upload anything anymore.

If you look at his profile you can see that his upload limit is -6, which means that he can't upload anything.

This can be solved with time travel,somehow

Is that equation 10 + (# of uploads / 10) - (# deleted uploads / 4), or is that 10 + (# of non-deleted uploads / 10) - (# deleted uploads / 4)?

Or, in other words, are 66% of his uploads being deleted, or only 40%?

I'm pretty sure it's 10+(total uploads/10)-(deleted uploads/4), not 10+(non deleted/10)-(deleted/4).

it's the other way around. I know this because:

I have a total of 1477 posts, my upload limit states;
10+(1299/10)-(178/4)-0=95

I have 1299 non-deleted uploads.

this can also be verified by looking at any profile with deleted posts.

My bad, my edit was meant to indicate I had discovered the answer for myself, by looking at Mario's public profile info.

It is 10 + ("non-deleted" / 10) - ("deleted" / 4).

So "only" 40% of Mario's posts have gotten deleted.
