Personally, I'm reserving judgement on anything about you until it's been at least as long as it took you to get a ban from 20pc.
And I would probably say that if nobody is responding to a thread, then bumping it repeatedly is spamming.
Thread necromancy (bumping an old thread) is also generally frowned upon, though I've necro'd forum #4643 a few times with on-topic material without getting yelled at. But then, I think we can all agree that three whole pages of one guy's stupid number of alts getting banned was epic.

If it's been two weeks, the thread is dead.
Bumping here is highly frowned upon and distinctly unnecessary. Forums are not chat rooms, it might take a while but someone will respond if your post was worth it.

There are no rules in place that prohibit bumping old threads (that I know of), but when you do so, it's like putting a big bulls-eye on your head. If it gets out of hand, you can expect some negative reinforcement.

It's a better and far more rewarding idea to put thought and effort into making your topic/post clearly and interestingly stated, and on a subject people actually want to talk about. One does not imply the other however.
I could come on e6 and make the most eloquent argument about the shift in the way Shakespeare wrote Mark Antony between his plays "Julius Caesar" and "Antony & Cleopatra", but I'd likely get a giant noonegivesashit silent response here. Whereas I could pose a question about a popular furry fetish but if it was just "yo ya'll like the boobies? know what I'm sayin?" responses might be sparse and less than enthusiastic.

Actually, that seems uncharacteristically sophisticated enough to get a few replies of at least the "wow, that's awesome" variety.
And a few genuine noonegivesashit.jpg replies.
But not silence. I absolutely doubt that topic would be left empty.

Occasionally, though, if you have something relevant to say on a topic that wasn't resolved, or something pretty compelling that goes against the decision made, it can be better to bump, or even necro, an old thread that already exists, rather than start a new post. It shows that you've looked into what has already been said on the matter. It seems to be a fine line. Also, I'm not in any administration whatsoever, so what I have to say is pretty irrelevant on such matters.
