Well, a semen-sicle could get stuck in one's hair similarly to a chopstick being stuck in a mound of rice.

Additionally, when ejaculate first makes contact with hair the fluid is on the surface; it technically isn't in the hair until it's pushed or given enough time to set. Think of putting shampoo on your head without lathering it, or how dye has to sit to be absorbed into hair.

Although, that brings up the question of whether "in hair" means "between layers of hair outside of the skin, or "stored within the internal structure of the hair and follicle."
