I don't know about anyone else, but Ive added quite a number of tags to my blacklist, yet still, I get images that have tags that are in my blacklist.

did you only blacklist one word or phrase per line? mine works just fine.

Are they on separate lines, and all lowercase? (forum #4816 for more details)
