Not sure if most of you noticed, but some people start uploading pictures that were made/drawn by them and put here as if it was their own little gallery.

I thought e621 is a communist-like archive where people upload awesome stuff they find all over the internet without taking any personal gratification only the satisfaction of sharing something great with all of us here.
Or am I on a completely wrong note here?

It's an art gallery, it doesn't really matter who made it.

Yeah, doesn't matter if you found it and want to share it or if you made it yourself and want to share it, as long as it fits the guidelines it doesn't matter how it got here, it's fine.

Using e621 as a personal gallery is one of the intended uses of the site, so long as the uploader is only uploading finished works and not scraps/garbage/minor edits/unfinished images. This policy has been in place since day 1, sorry if it wasn't clear to some of the users. I would encourage any artist who does this to set up a professional personal wiki page on our wiki, too.

How insanely crazy unoptimized is that thing that it's 30megs in its final form? What the hell are the dimensions on that? 10000x25000?

Well, if it's a 32bpp bitmap, it could be roughly 2400x3200. I'd like to think it's more likely a video.
