I think if there is a disembodied penis, tag it male and gay, as just like with herm tagging, we are going to assume that penis is the standard male penis, therefor gay. Can only see penis = male

However, if there is only cum or some kind of liquid leaking out, not comfortable with tagging it gay, as really that fluid could be anything or from anything and we just don't know what it is

The rule isn't tag what you assume.

I say gooey white fluid that could be interpreted as cum constitutes a gender-neutral object like any other; penises, unless proven otherwise, constitute male entities (with the possible exception of penis_creatures); and the gay and solo tags should therefore be mutually exclusive to each other.

Under this ruleset, a male solely with cum in his ass would be just as solo as a male solely with mustard in his ass (so no gender-gender relation tag of any sort would be warranted), and a male choking on a thousand disembodied_penises would not be solo but in a group (as the penises represent entities themselves) and would be gay (as each entity is male).

We could either apply this principle to only solo males with the pretense that the cum could just be female fluids in the solo female pics, but that's kind of eehhhh. Or we could simply overrule the practice of tagging the solo male + cum in ass images as gay. I don't really see any other options.

Or again, male solo, regardless of other things could just be male solo with no gay :o

If we just treat all cum as a gender-neutral object and all penises as belonging to males unless proven otherwise, no special exceptions are needed.
