Technology, after reaching a certain point, becomes almost indistinguishable from magic.

The Neon City didn't start off as a self suficient atomatic utopia for the people. First it was mana, a couple years after, the electric hearts. Although Hyperion has always looked after everyone and made a functioning peaceful society, it's quite interesting to think that the planet has only seen the super-tech, artificial intelligence and all the comfort we're so in use to starting less than a decade ago. The event that jump started this sudden, exponential progress, that took citizens from a standard life to a luxury kind, is known as "The surge". The point after mana was discovered and started being fused with technology. Practically infinite energy, it lit up our houses and moved us across the planet in just hours. Automation became almost absolute, and all resources generated by it were distrubuted to the population. Everything for all.
Of course, this is quite the oversimplification, but in the end, it gets the point across.
The next step in automation, was the Electric Heart project. Advanced a.i, harnessing the power of mana and nanomeshes, Hyperion had created artificial life and gave it to the public, and thus our beloved little helpers became a part of our everyday life.
You won't find a "Techie" on every single store and household, but they are widely spread and they're not an unusual sight, some owners even loving them and caring for them as family. Hyper sure uses them a whole lot, to automate all the tedious, hard labor, and give the products to the person that would've done that job anyway. Happy citizens are the best citizens, it's what Hyper has always said, and unlike what other species elsewhere in the universe are used to or would expect, Hyper actually means it, stands by it and acts on that principle. It is because of the electric hearts that society could blossom into a glistening, joyful utopia for everyone.

Virtually zero poverty, gun regulations, almost instant emergency services, nanotech healthcare... Utopia or not, accidents always happen.
Most common illnesses and injuries can be fixed with top tier medical treatments, even something like a broken bone can be fully healed in a couple days, which is why Neon City hospitals are not super big, and are not very full most of the time either, though there is enough space for anyone who might find themselves in a more troublesome predicament. We haven't achieved inmortality yet, there's only so much we can do.
Emergency services usually have one Electric Heart per squad of 4 people. Lifelike as they may be, they're still just computers,which you can see in their eyes easily, but just like a computer, they're much more capable and useful than your average folk. Even so, there's always a need for a bit of soul factor when tending to emergencies, plus a technician is always around in emergency teams just in case our virtual buddy comes across some complications. They are powerful tools, but they can't possibly handle everything by themselves.
When everything is running ok and as it should though, an Electric Heart in the field makes all the difference. Their maleable meshes help with all sorts of difficult terrains, their quick processing and analyzing capabilities help assess the situation so the living folk can tend to whatever the problem is, and they have proven to be impecable in complicated surgeries even on the move.
After these observations and some trials for the different forces (Fire, Health and Tech), specialized models started being created.
What was the need for a specific model, when each electric heart can be and know practically everything?
Having a proven, fixed, specific and curated code running inside one of these Techies takes most of the variables away, variables that come with having a maleable personality like the average electric heart, making them much more precise, capable and fool-proof in their area than they would be otherwise.
Healt, Aid, Insurance and Medical Asisstants , also known as HAIMA models, are specialized in medical treatments and field operations of the same nature. They can tell what's wrong with you with just a look, and proceed to treat you.
Now, nanomeshes are maleable and can turn into the likeness of numerous materials, but they by no means 'create' or materilize any real substance, which is why HAIMA units carry bags with all the resources they might need when tending to an emergency, including an intergated syringe for emergency dozes.
Medical units are generally dormant inside casings in multiple spots all around the city, very similar to the hives used for security. When an emergency is detected, or reported if it's done faster, a HAIMA unit is deployed from the casing, which houses a nanomesh core (electric heart) and all the suplies the unit might need. The unit takes form and as swiftly as posible gets to the area and assesses the situation first, then initiates the emergency proceadure as needed.
The average response time for a HAIMA unit is 10 seconds.
There are quite a lot of these scattered around the city, dormant, just to be activated when duty calls, seing a casing nearby always puts a smile on people's faces and makes one feel truly safe, these little units are quite loved and appreciated, in large part because when analyzing a person they're helping, they quickly morph into a shape the victim will find appealing and comforting, never changing their dual-colored eyes as to avoid misconceptions. Kids absolutely love them, given they can turn into comfort characters or even other kids they might feel much more comfortable with, instead some intimidating adult in white coat.
Small towns and satellite cities generally have one unit, that is capable to tending to everyone unless there's multiple victims at once. The people from the towns know their HAIMA just like others would know their local drug store clerk~
