While e621 respects takedowns from both artists and commissioners, AFAIK, I think the key point here is that privately commissioning an artwork does not mean you own it (unless you explicitly negotiated a transfer of copyright, which usually adds a lot to the cost).

Without attempting to read bipface's mind, I think I can safely point out that this means that the artist also has a stake in whether the image stays up.
