Best I can think of is Art Academy on 3DS.

Not centered, but Animal Crossing series has custom designs. Limited to 32x32, but can be assembled on the ground. Good for sprites. :3

Oh yeah, I'm familiar with that...well, when I placed ACNH last year.

Stopped after June after logging in about 250 hours because it just started to get stale to me.

I've thought about getting back to it, but I've got other games on my plate.
