If an image is unapproved because a moderator didn't approve it will it never be allowed on the site? Because I currently have some pending images which are part of a pool where only the later images are approved

If by "didn't approve it" you mean nobody did anything to it and it was deleted after 30 days, you can contest the deletion to a staff as long as it meets quality standards and uploading guidelines. However, if by that you mean they rejected it, then usually they have a good reason for it. You can still ask them why for clarification.

Note though, that posting human only images is kinda risky even if they're part of a pool that has furry/animal characters later in the pool.
